July remained historically strong despite falling from June’s record and the extraordinary July 2025 comparison. Loaded cargo declined faster than empty repositioning, while year-to-date volume remained positive.

July stepped down from June without becoming weak
Total throughput declined about 4.2% from June’s record 1,002,734 TEUs and 5.82% from July 2025. Yet July was still the port’s second-busiest July and 7.5% above its five-year average. FIR therefore reads the move as normalization from exceptional flow rather than a broad contraction.
Loaded cargo softened more than empties
Loaded imports and exports each declined about 8% year over year, while total empty containers declined only 1.54%. Empties represented roughly 36% of July throughput. That mix matters because headline TEUs do not carry equal inland freight consequences: a loaded import creates different truck, rail, warehouse and inventory demand than an empty repositioning move.
The inland conclusion remains conditional
The port reported capacity and operational readiness for additional cargo, and June’s million-TEU month occurred without vessel backlogs or cargo delays. Still, throughput alone cannot prove smooth inland movement. FIR will require comparable terminal dwell, truck turn, on-dock rail and inland-node evidence before assigning a network-fluidity grade.

- Strengthening: renewed loaded-import growth with stable dwell, truck and rail performance.
- Flow pressure: high loaded volume accompanied by worsening terminal or inland service.
- Broad normalization: continued declines across loaded imports, exports and inland demand without service stress.

How FIR reads gateway performance
A busy port is not automatically a fluid port. FIR separates cargo volume from the time and inland capacity required to move that cargo, giving decision-makers a clearer view of whether freight is advancing through the network or pressure is accumulating behind the headline totals.

Use the signals together
High volume with stable vessel and inland service indicates productive throughput. High volume with worsening dwell or rail performance points to growing flow pressure. Falling volume with improving fluidity can reduce congestion without signaling stronger freight demand. FIR will explain these combinations separately rather than forcing contradictory evidence into a premature headline score.
Measured facts and FIR interpretation
Port, federal and railroad observations remain identified as source data. FIR’s contribution is the comparison of volume, cargo mix, time, inland service and economic exposure. A composite network-fluidity reading will remain withheld until comparable history and service coverage support it.
